Agreeing to differ while both sides agree that overseeing risk management and effective internal controls are the two main areas of added value, they did not share the same views on extending the roles of internal audit. audit heads believe they could do more in identifying best practices, but while directors were keen to encourage a more business-focused approach from internal audit, they didn't want them to move away from their core competencies. it seems that if internal audit functions want to branch out, first they need to demonstrate the extra value this could bring. internal auditors clearly need to be involved in top-level discussions about risk management and control processes and, generally, those surveyed felt they achieve the right level of access. most heads of internal audit 90% ; felt that they share a common view with the chief executive officer or the chief finance officer of risks facing the business, but the rest either disagreed or were left in the dark. if the lack of a shared view in a small number of companies is due to a closed boardroom door, this should be a cause for concern. top down view having agreed that a risk-aware culture within the organisation is a number one priority, it is interesting to see that directors and internal audit heads have different views on how well their own companies are performing. most board directors believe their companies are doing well, whereas internal audit's view is far less optimistic, showing that the view from the top is not the same as that on the ground. given that companies say they are encouraging a risk-aware culture, there is little evidence of systems being implemented to identify potential risks at an early stage. only a third of companies have a `risk trend early warning system' in place and even those that do are not too hopeful about its rate of success. whose fault is it anyway? no risk management process is watertight, but when asked to pinpoint failures such as a serious operational fault or lack of financial control the two groups have very different responses. the internal auditors cite a lack of compliance with internal policies and procedures as the most common cause of `surprises'. this accounted for 53% of the incidents. however, board directors cite lack of compliance in only 17% of cases, giving unidentified risks as the most common problem 35% ; followed by a risk being seen but considered unlikely to happen 28% ; . these anomalies raise a number of issues. first, if there is non-compliance, then management could be failing to perform one of its core roles. second, if directors don't regard non-compliance as a key contributor to failure, then internal audit should seek to emphasise the importance of its recommendations and the need for the company to comply with them. following recent corporate governance scandals, ensuring risk management and controls are working well is now a key boardroom challenge, and one that relies on internal auditing support. our survey confirms that if directors have a more informed view of where internal audit adds value and how this can be measured and expanded, both sides could benefit. with more effective measurement of the internal team, organisations can gain even more value from essential audit activities.
